I would like to suggest to stay away from very cheap hosts charging like $1/month, though your requirements will be less their service is the worst... so try only big players.

all the points you have made are good but the biggest one that you need to really look for how is the support done? is it done through live messenger or only through a support ticket? some do both, like Hostcrate does messenger and support ticket system
